Please download and run the Adobe Creative Cloud desktop application uninstaller utility from Uninstall the Adobe Creative Cloud desktop application . Once you have completed the removal process then I would recommend utilizing the steps listed in Download and install Creative Cloud apps to reinstall the Creative Cloud desktop app.
The documents should also open in your preferred language. If they are loading in English then choose the correct Region/Country from the option in the bottom left hand corner of the help document.
