I just went through this crazy issue as well.

Downloaded the ACCCx3_1_1_110.dmg, installed the Creative Cloud

Guess what, I went back to square one, CC told me there is an update than error 214,

than /manifest.xml right on root folder

Than error 204

I am on 10.10.5

Why is this so complex adobe ...

i found another linkI have removed my Adobe CC Desktop app and now it won't let me re-install it. I get an Error 43 message. I have tried a few things suggested in forums but now I can't open any applications!.with instructions on grabing the dmg for CC installer 3.5.1.209, the most recent at this time...Updated it, now i get very nice error 1002
