Creative Cloud 2019 apps require Windows 10 Creators update (version 1703) or later. As you’re running Windows 8.1, you can continue to run and install previous versions of Creative Cloud applications.

As you have also mentioned you are getting 'Error code 205' while trying to install Adobe apps, Error 205 occurs when there is a problem with the downloaded file, I would recommend you to try alternate network connections and also please review the settings of any installed software firewall or security software that may be intercepting the downloads.
