Before you do anything you need to sign out of your ACC app or any other Adobe app you have unstalled first on your old computer.

Even if you have not done the deactivation or have lost access to the old machine, you can do that from the account page. See the following help article

Install Creative Cloud desktop application. https://www.adobe.com/creativecloud/desktop-app.html
Open CC app and login into the account that has your subscription
Install the apps from within the CC app and use them
