I am in a similar situation. I have used the creative cloud since mid-2014 and finally upgraded lightroom. Now I need a serial number. I have verified all my account info. I have checked all the connections with Adobe and I am "Alive". The keychains and security settings are good to go. But I keep getting stuck at that redemption code. This is crazy. Any ideas? I don't know where else to look. Also, when I go under my Adobe account under programs downloaded it says I have nothing. Which is odd. Minutes before "upgrading" I was using photoshop and lightroom with no issues???

Hey man, i'd have the same problem, but i fix it with this forum Q&A Ошибки при входе в систему, активации или подключении | CC, CS6, CS5.5 , translate the page and make the procedure, my problem was with the host file , you have to delete the adobe signatures that have in this host file,

now my photoshop is ok, when you fix this, the photoshop will conect to your creative cloud account.

thanks for the replies. found an excellent chat with an adobe rep and we figured it out. had to fix files in folders i didnt know existed!
