Reloading Photoshop elements 13 on a windows 10 machine

I had Photoshop Elements 13 on my windows 10 PC. It started malfunctioning and I was advised to remove it then reinstalled.  Successfully removed but I now cannot reinstall... Advice Please

    No error codes.  Cracked it now I drilled down far enough in the Adobe site to find the activation number.

    Do you get any error code or message? what exactly happens when you try to install it?

    Yes... as you have found, you need to safeguard your serial number to be able to install the program

    I print my numbers and put them in a folder in my desk, and I also keep all numbers in a file that I copy to a USB flash drive
