Repeatedly showing license agreement

So i downloaded creative cloud yesterday to try the newest version of photoshop, but whenever i try to open photoshop to install, i just get the license agreement. It's saying it's installed on my pc in the software list, but i can't open it without getting the license agreement.

I can't uninstall it, and it won't let me uninstall creative cloud without uninstalling Photoshop...

Any help would be appreciated at this point. ;3;

    Hi Jeff! Thanks for responding! ;u;

    I didn't get any error messages during installation, I used Creative Cloud and, while I can't be 100% certain, I'm sure I did everything in the guide. I was trying to install it on Windows 8.1.

    As I didn't want to use all my trial days trying to fix the program, I reached out to the live chat help desk and it got sorted. ;u;

    So i worked out how to uninstall Photoshop, and i reinstalled it, but that didn't fix the issue at all. ;3;

    MissAmilee were there any error messages during the installation process?  What operating system are you installing the Photoshop CC 2017 on?  Did you use the Creative Cloud desktop app to install Photoshop CC 2017 as described in Download and install Creative Cloud apps​.
