Download the trial from Adobe http://www.adobe.com/go/tryphotoshop_elements

Enter your serial number to license it.

I had the same thiing happen to me. I had Time Machine restore my files  to a refurbished iMac i got from Best Buy wirh the Catalina OS. the icon for my PS elements 14 is on the home page but I get an error when trying to open saying a "critical file" is missing. I have my Key from the original download when I was running Mojave, but presume that eould not work for a trial version of PS if its a newer version. What are my options?

Apple time machine and migrate generally do not work with Adobe programs due to hidden registration files that are not found & included in the backup files

A version 14 serial number will only work with version 14

Go here for all older links https://prodesigntools.com/adobe-direct-download-links.html
-Prodesigntools is an official Adobe partner, and the links go to Adobe, not a 3rd party site

IF/When you do have a download, be sure to copy it to AT LEAST one external device
-you should ALWAYS keep a copy (or two!) on an external device
-since Adobe DOES SOMETIMES REMOVE OLD VERSIONS FROM THE SERVER
-a usb flash drive or external hard drive, or write to a CD or DVD
-plus a text file containing your serial number if you have a serial number program

If you can't find a download at the above link you will need to buy the current version... I am on Windows, so I do not know if the current Mac version will work with that old operating system, so check the requirements before buying

If you do buy the new version via download see my note above about making a backup copy (or two)

in addition to the prodesigntools download links, if you purchased from or registered with adobe, you may be able to download from the account used.
