Why am I not allowed to run both copies of Adobe CC at the same and in two different states?

I think the incorrect assumption is that you "get two copies of CC". You don't, you get one copy. However, Adobe do allow you to run it on one computer, then another, switching between them, but not at the same time. If you try to run it on two computers far apart, Adobe is likely to assume you are sharing it with someone else, which is of course absolutely forbidden.

If you have an individual license, you may only run one copy at a time regardless of the number of states.

Those are the terms of license to which you agreed while purchasing the subscription. So there is no perfect answer to your why, that is the way seller wanted to sell it and you agreed.

Can you add some more information?

  • Do you have two separate CC licenses attached to a single account?
  • Do you have two separate CC licenses attached to two different accounts?
  • What do you mean by "not allowed to run both copies of Adobe CC at the same and in two different states?"
