I am in New Hampshire, a no sales tax state. I have been on the phone for over an hour and

have been passed to 3 different people trying to get someone at Adobe to understand. They want a tax exemption certificate. But there is no such thing. New Hampshire does not have a sales tax. How can I talk to someone who is familiar with doing business in the United States?

I ran into the same issue due to an out dated address even after entering new address in CC info/payment on profile.

This is how I was able to get it corrected. I caught it quickly (same day)

Contacted support (used IM). I was told the tax was auto calculated.
I requested the Rep update my address FIRST
Canceled current plan and recharged credit card with new address

The new invoice showed correct sales tax of 0

The country associated with your adobe id must match the store you purchase from and must match the payment address. otherwise, change what's necessary:
