Selling Photoshop Elements 14 | Can new owner install / activate?

I sold an old version of Photoshop Elements 14 that I haven't used in many years, I'm currenty using v20

If the new owner creates their own Adobe ID account shouldn't they be able to install and activate since it is no longer activated on my account? I noticed that it still appears in my Adobe 'Registered Products' list.

Is your version 20 a full version (full price paid) or an upgrade (discounted price paid)?

they may, or may not be able to activate it depending on whether you deactivated all installs.

they may, or may not be able to install it depending on whether they have a compatible computer.

and they will have a problem if adobe finds out the license was not properly transferred.

Transfer (selling or giving your software away) https://helpx.adobe.com/x-productkb/policy-pricing/transfer-product-license.html
-you may NOT sell or transfer an Education serial number
-you also may NOT sell/transfer if you used a program as the basis to buy an upgrade at a reduced price
