serial number for Photoshop Elements 14 provided by Adobe after purchase does not work, is unable to be validated

How is the following possible?

After purchasing Adobe Photoshop Elements 14 online via Adobe.com I cannot install the software after downloading because the serial number provided by Adobe causes the following message:

"we are unable to validate this serial number for Adobe Photoshop Elements 14"
