For transfer of Acrobat Standard 2020, which is a perpetual product, you will need to deactivate the serial number from your account. 

To do so, log in to https://adobe.ly/4mM4Lek and remove the license from your account.

Once done, log in to the link above using the email address of the successor you want to pass it on > register the serial number on the account > download the installer from the link generated there.

Run the installer and follow the sign-in process to complete the activation of the application.

For Acrobat Pro DC, which is a cloud based subscription, you can either use the same log in for the next user to use the application, or cancel the already running subscription and purchase a new license on the other account.
