Single Usage, Activation Limit - signed in vs usage confusion

Question

Can someone please clarify the difference between being able to be signed in to an app on two devices at the same time and being able to use the app on two devices at the same time? Surely, if you can sign in to the app on both, you'd be able to access usage on both?

Adobe rules provided below:

- Stay signed in on 2. You can remain signed in to the app on up to two computers.

- Use on 1. You can use your app on only one computer at a time.

It's the difference between what is allowed and what is enforced. To take a real world analogy - suppose there is a speed trap on the highway. If you drive too fast at that place it will be "enforced". But in other places it won't be enforced - but driving too fast is still not allowed...

The idea is that this is a "one computer at a time, always for the same person" license. You can have it on many computers, sign out of one and sign in to another. But for your convenience you can keep two computers ready to use, without taking the time to sign out and sign in.
