"Site not found" when trying to install update

Premiere notifies me that there is an update 14.1. When I click on 'install now' I get the message below.  I've tried it on different days, so I don't think the site is temporarily down.

This site can’t be reached

The webpage atfile:///C:/%5CUsers%5CLillian%20Warren%5CAppData%5CLocal%5CTemp%5Cfla3BAF.tmp.html might be temporarily down or it may have moved permanently to a new web address.

    Run as Administrator http://forums.adobe.com/thread/969395 to assign FULL Windows permissions may help... this says Encore, but is sometimes required for ALL Adobe programs (this is NOT the same as using an Administrator account) so follow the instructions, substituting the name and location of your specific program for Encore

    When I realized the 'site' was my local hard drive (duh), I looked for the file and it seems to be there
