So I want a simple question answered. I have adobe cs4 soundbooth. It is outdated of course. I want audition and to know if I can add it to my CC account

I downloaded it just this morning to my laptop. The list is not alphabetical, so scroll down towards the bottom, and show a screen shot of your apps if you don't see it. YES, it's part of the all apps plan for CC!

Audition is part of the CC package and may be subscribed as a single product subscription or as part of the all apps package: Buy Adobe Audition CC | Audio recording, editing and mixing software

If you're already paying for CC (all apps), Audition is included as part of that subscription, along with all of the other Adobe apps.
