Solution to VCRUNTIME140.dll and MSVCP140.dll error

The simple solution for my problem, where the Creative Cloud app would not start and would say the VCRUNTIME140.dll was not found: 

1. In Windows 10, go to Settings >> Apps

    You should now be in the Apps & Features section

2. In the 'search the list' box type  C++ 2015

    You should now see Microsoft Visual C++ 2015-2019 Redistributable (x64) 

    and one for (x86)

3. Click the Modify button.  (I did it for both, but imagine the x64 version is the critical one)

4. Click Repair

This solved the problem for me.
