In my case it was happened in my Windows 8.1 update 1 machine

Here how I solved it:

+ Go to:

C:\Users\[YOU-RUSER-NAME]\AppData\Local\Adobe\OOBE

+ Delete file:

_LicenseAgreement.xml

Start any of your Adobe app which has pop up problem before, "Software License Agreement" will popping up again one time, but after you click "Accept" it will stop to reappear

Hope it will work for you guys, at least it worked for me.

note:

* File _LicenseAgreement.xml will automatically recreated after the first "Software License Agreement" popping up and accepted.

* Unfortunately you will have to re accept this agreement pop up for all installed Adobe app.

i have encountered the same issue in Adobe Dreamweaver CC.

this is the solution i used:

goto

C:\Users\[USERNAME]\AppData\Local\Adobe\OOBE

look for _LicenseAgreement.xml

instead of deleting the file, open it with notepad++ and add the Application LEID and version of your adobe product.

You have to make sure that you delete all the background processes as well before you run it as an administrator.

I was facing the same problem.

You must do what Harry told above, but try to Run as Administrator the Adobe app
