Stuck in infinite "Loading Creative Cloud..."

I previously had issues updating to the latest version of the CC app so I did it manually by reinstalling the new version according to this page: https://helpx.adobe.com/ie/download-install/kb/creative-cloud-desktop-app-download.html

 

However, after following the steps and getting the latest version I'm stuck in "Loading Creative Cloud..." After a while I get the message "Creative Cloud is taking longer than usual to load. Relaunch Creative Cloud or restart your computer and try again." Also a button which sent me to this page: https://helpx.adobe.com/in/creative-cloud/kb/creative-cloud-app-doesnt-open.html?product=Creative%20Cloud%20Desktop&product-version=5.0.0.354&mv=product&mv2=accc

 

I followed those steps and all it did was log me out and after logging back in I'm still stuck at "Loading Creative Cloud..."

 

What is causing this problem and how do I fix it? I would love to be able to use the app I'm paying for...

 

I'm on Windows 10 build 18362 in northern Europe.
