Stuck on "Cancelling" in Creative Cloud - Photoshop

I had an issue installing updating Photoshop so I pressed cancel, now it's stuck on cancel and there's nothing I can do about it.

I uninstalled all photoshop files, and reopened Creative Cloud and it didn't change anything.
Also reinstalled creative cloud completely.

Uninstalling doesn't remove everything, so Adobe has Use the Creative Cloud Cleaner Tool to solve installation problems

i know this is literal years after the fact, but i just had this issue too so it's obviously still a thing--putting this here for anyone else that has the issue.
a simpler solution than the other answer that worked for me was to just turn airplane mode on my pc off and back on- it reverted back to "update available"
