Suscribed to Adobe LR/PS and from day 1 a 191 installation error.

How come a new subscription for Adobe LR/PS and CC ALWAYS gives a 191 error when installing?
Done the 5 step method and nothing works. Is this a new fad? Suscribe to brokenware? Too much talk of M1 native operation and not enough about solving Win10 installs
