Targeted hover effect on an image.

Hello,

I would like to know what is the best Adobe tool to use for this effect:

I have an image that I would like to change on hover depending on what part of the image is hovered.  So basically hover image effect is different depending on the location of the hover.

I am fairly familiar with Illustrator and Photoshop but I am wondering if there is a better Adobe product to use for this effect.

What kind(s) of effect are you intending to achieve - is the intention only to change the image itself based on where you hover?

If the image itself is changing, what happens when hovering the new image that appears (as in, what if you move the mouse)?

Where will this be utilized (web, app, etc)?
