Terms of USe not being accepted

hi, When I try and install from the creative cloud apps that my institution has on their account, I get a pop up saying 'ERROR terms of use could not be accepted try again later'. I've tried many times and it still keeps popping up. Other people in my institution are not having the same issues. Can you advise?
