You can download the Creative Cloud Desktop Application installer directly from here, however, as already stated your Mac's operating system to too old to run but only a few applications you might find available to install after installing the Adobe Creative Cloud Desktop Application, like Ptoshop 22.2, Dreamweaver and a few others.

If you don't have any 32 bit applications that you need to run, you could update your MacBook Air to macOS Monterey 12.7.6, which will let you run a few more Adobe applications, but not all of them.

I am not sure if there is any version of any CC app that is compatible with your OS. Please check the system requirments for the app you are interested in first before troubleshooting this problem.
