The new Adobe Creative Cloud application. Check these settings...

It appears settings like your DEFAULT installation folder or LANGUAGE are NOT migrated after the upgrade to the new app.

 

Update these under the Settings / App (the gears icon at the top right of the app) to properly restore apps you already have installed.

 

eg my settings were supposed to be:

 

Install location:

D:\_AdobeCreativeCloudApps

 

Default install language:

English (International)
