Make sure your computer meets the minimum CPU & GPU requirements. Most Creative Cloud apps work on:
Windows 10 versions 21H1, 20H2, 2004, and 1909 (LTSB branches are not supported)
macOS 12 (Monterey), macOS 11 (Big Sur), macOS 10.16 or 10.15 (Catalina)

Hi @Heather22350939h393 I'm sorry to hear about the trouble. You'll need to give us more information about what version you are trying to install and what system you are using. Are you signed in with your Adobe ID and installing PS from the Creative Cloud desktop app? Does your system meet the requirements? Please check here: Photoshop system requirements (adobe.com)

The Photoshop hardware requirements for Processor and Graphics card have increased for version 23 and higher. You may need to install an earlier version.

Also, you may have downloaded too many copies. You can try to run the Creative Cloud Cleaner tool. Instructions are here: Use the Creative Cloud Cleaner tool to solve installation problems (adobe.com)

If you are still unable to install the program, contact Adobe customer support here:
