The program can't start...

...because D3DCOMPILER_47.dll is missing from your computer. Try reinstalling the program to fix this probllem.

That's what I see when I try to run the latest and greatest Adobe CC 2019 for photographers. Yes, I've uninstalled and reinstalled Photoshop. What now?

I must say: Adobe's trouble reporting system just sucks. Unliken every other software vendor, Adobe is so arrogant that they won't even accept submissions of problems with their terrible software. I am just about done with you... and actively looking for alternatives. Fix this... or I'm done.
