Three versions upgrade policy!?

I just bought my new macbook pro. Researching on Adobe upgrade policies stated that I can upgrade from 3 versions back. As I own CS1 Premium I purchased a CS4 Design premium upgrade but the setup only offers to upgrade from CS3.

adobe no longer offers cs4 and upgrading from anything prior to cs3 is problematic.
