To clarify, your transaction went through, but you do not have access to the product or plan you ordered, is that correct? Unfortunately, we here on the forum cannot resolve the issue, since we are community members like you and do not have access to accounts. To contact Adobe directly via chat or phone, go to Contact Customer Care. Make sure you are signed in and then select Account Issues > Payments, invoice, orders > Show me my contact options.
