Transfer an old version to another computer

I just upgraded Photoshop Elements for versiion 16 to version 20. Can I use my old license to install verion 16 on my grandson's computer?

A license owner may install on HIS or HER owned 2nd computer (if the operating system is compatible) or sell the license

Would they be able to transfer the license for 16 without losing the license for 20, since it's an upgrade to the older license?

If it's a discounted upgrade license, then it then both versions can continue to be used but must be on the same computer, per the Adobe licensing agreement.
