Transfer the creative cloud membership to new ID

Hi. Is that possible to transfer the creative cloud membership (1 year contract) to new ID? I have used for three months, with two different of laptops. Now i would like to pass to someone else (continue with the contract but new ID&password) Is that possible? Any penalty?

i don't think that's legal, but it might be if you transferred per, Transfer an Adobe product license

Thank you for ur reply. My understanding is that transfer the software is possible but not the membership?
