How can I transfer my Adobe XI (MAC) License to a Windows Computer?

you'll need a license swap. i'm not sure that's still available for acrobat xi, but start here - Exchange a product for a different language or platform version

if it's not, consider upgrading to acrobat dc which would allow you to swap platforms.
