Transferring CS3 Standard to new PC - no Deactivation Button under Help

Just trying to transfer a CS3 Standard license from an old PC to a new PC but there's no Deactivation Button under the Help menu

I have the software installed on the new PC and the serial gets a green tick but when it goes online to activate the error is that there's too many licenses in use and to Deactivate on the other PC

Contact Support thru chat and ask them to reset your activations.

For the link below click the Still Need Help? option in the blue area at the bottom and choose the chat option...

Support through chat is not helpful as CS3 is no longer supported through this channel

Unless you have a volume license, as long as you only ask them to reset the activations (and nothing else) they are supposed to accommodate you.  Try again if you were incorrectly told otherwise.
