Trouble downloading Premiere Elements 2019 and Photoshop Elements 2019

I recently had to have Windows reinstalled on my laptop. As a result I lost my copies of Premiere Elements 2019 and Photoshop Elements 2019, both were registered with Adobe. I went to my home page and tried to download them but every time I run the .exe file I get an error message "Update your browser". I've checked and my browser is up to date. This error message isn't listed on the Adobe support pages. What else can I do?
