trouble installing PSE12

Question

I purchased PSE12 this morning and have had the worst time trying to install it. After waiting 4 hours for it to even download I got the error saying there was trouble installing shared technologies and to restart my computer. I've restarted my computer 3 times and it hasn't changed anything. Except now I can't even open my old PSE7 on this laptop anymore. I looked at the help section of the website and tried to follow the steps there, but I'm not very techy, and some of the files that they have listed to search for, don't appear to exist. Can anyone perhaps give me some advice on how to fix this so I can finally install PSE12 on my computer? If I uninstall it all and try to re-install it, will it make my serial number invalid? I don't really want to have to pay for another license since I didn't even get to use the one I already bought.

Note: If you are using a downloaded installer, or running the installation from the hard drive, the Shared Technologies can fail because of the installation path. Copy the installation files to a folder to the root of the drive, such as C:\PSE<versionnumber>Installer\, and rerun the installation.
