trouble reinstalling my adobe creative suite

My computer recently was wiped, I used my external hard-drive to restore the computer but lost all my programs, in trying to reinstall my adobe creative suite this message keeps appearing "Inconsistency in the installer database. Please restart your computer and install again."  I have restarted and retried this multiple times but to no avail, please help!

    Run the Creative Suite Cleaner Tool and reinstall everything Adobe from scratch. The error points to an outdated installer database already being in place, possibly from restoring your backup. You may also manually delete caps.db and any of its backups to same effect...
