Trouble with updating billing information

My adobe plan tried to use my paypal account to pay for the bill thats supposed to be due, but the problem is my paypal account has now been limited and they havent gotten back to my countless messages i've sent them, i tried to use my debit card thats associated with my paypal but i get an error saying

We’ve encountered an error processing your information. Try submitting again, or use a different web browser.

Can anybody help with this? Ive also noticed that someone mentioned that they were charged £1 each time they tried to submit their details, and that has happened with me too as ive been charged £3 for submitting my details 3 times. After those 3 times its still saying theres an issue....
