trying to download and install Photoshop

I previously had a free trial. I decided to buy the monthly photoshop. I uninstalled the original photoshop because it kept saying my trial was expired. i tried to download it again after the uninstall and it won't download, just takes me the to the manager app saying its up to date. My visa payment was confirmed but I cannot do anything with photoshop. HELP.
