Trying to download & install on windows 10 but keep getting error code 43

Question

I have tried 10 different ways to download this product on my windows 10 laptop but I keep getting error code 43. I have went through all of the help suggestions and reporting problems page but the same thing keeps popping up everytime I try to download Adobe (photoshop). Is there any way I can get past this?

I tried all of those and I am still getting the error 43 code. I am running windows 10 and have tried to install on Internet Explorer, Microsoft Edge, and Google Chrome with the same result on all 3. Any help to get this product to download AND install on windows 10 would be greatly appreciated. Thank you for your time.
