trying to install dreamweaver 8 on windows 8.1

Did you ever solve this?  I'm having the exact same issue with Dreamweaver 8.  (Yes, I know it is old but I *bought* it and paid money for it so I intend to keep using it.)  

I did *not* have this issue when I re-installed it on my windows XP workstation 8 months ago, but I'm getting it all the time with my new Windows 8.1 laptop.  I have a *suspicion* it has something to do with Windows not allowing Dreamweaver to write to data files so my serial number is never actually being recorded, but I don't know for certain.

I sure as heck can't solve it and am not looking forward to calling tech support to which I suspect their response will be "buy an upgrade".

    Dreamweaver 8 was designed for Windows® 2000, Windows XP and Macintosh Mac OS® X 10.3 and 10.4. You should still be able to use it on those operating systems, but it is such an old version that it is no longer supported and was not designed to run on the more current 64 bit operating systems.

    If you do not wish to subscribe to creative cloud but want to run dreamweaver on a new computer, you still have the option to purchase CS6 products at this link: Purchase CS6 products
