Trying to install Elements 13; Adobe Sign-In Locks Up

I confirmed my Adobe Userid is valid by logging in directly to the Adobe web site; however --

When running the Adobe Photoshop Elements 13 Set-up.exe file, I come to a screen where it asks for my Adobe ID and password.  I enter this information, and then the installer locks up; no response at all, even after waiting an hour.

I tried temporarily deactivating my Norton firewall; this did not help.

    I am experiencing the same issue.  Were you able to resolve this?  I'm so frustrated

    if you purchased pse 13, you should be prompted for your serial number, not an adobe id/password.

    if you have a cc subscription, open your cc desktop app and sign in.  if you're already signed in, sign out and then sign in - Sign out, Sign in | Creative Cloud Desktop app
