Trying to Install Photoshop [Elements 10 on new MacBook Pro]

I am trying to install PS 10 on my new mac pro

I downloaded the file from my orders page and when I clicked on "Install" I received the following message

Install can't be opened

Move to trash

What is the . issue here?

    what file (name, extension and size) did you download?

    also, if you have an incompatible os (ie, newer than ps 10 or pse 10), you can expect problems.  this may (or may not) help, https://helpx.adobe.com/creative-cloud/kb/install-creative-suite-mac-os-sierra.html
