Unable to access the APPS tab in Creative Cloud without Download Error message. Have tried all the suppested ways to correct

1st of all, I've had the PS elements 14 and the Premiere 14 installed on my computer. I installed the Creative Cloud with Ps and Lr to try with trial. Then I had internet problems, and had to recover system back to  first part of Jan2016. I then had to reinstall the trial version of Ps & Lr with Creative cloud. That's when my troubles started with the Creative Cloud install. I've tried all the solutions that I could relate with my install problems, and nothing has worked. I'm still in the trial mode, and am seriously thinking about purchasing the Ps and Lr combo for Creative Cloud, but would still like to finish my trial first.

Any help would be appreciated.

Have done this at least 4 times. Have un-installed and used the Adobe Creative Cloud Cleaner Tool also 3 or 4 times.

did that linked page accurately show what you see in your cc app?

if so, did you successfully delete/rename the oobe file.

if so and that failed to solve the problem, check your hosts file.
