Unable to connect to Adobe Servers

I was recently trying to install Adobe applications on my laptop when I started getting an error with Creative Cloud where it was not able to connect to Creative Cloud servers and so not able to sign in or open the apps page. After trying to reinstall, it won't even let me get past 2% with the message "Trying to connect to Adobe servers". I have retried on multiple WiFi networks and even Ethernet, so connectivity is not the issue.

Nope, sorry. All three solutions still end me up in the same place I was before

At the bottom of the Libraries panel I have an CC icon with an x. It says it is unable to connect with server. It also is not a connectivity issue. The trouble is the CC libraries are not updating within the applications (like Photoshop or Illustrator).

Furthermore, when I open Ai, I get a message (spinning wheel) that says it is syncing my CC files, but it is never finished - unable to complete. This is under an education Enterprise account The administrator is unable to figure it out. Please suggest troubleshooting paths.
