Unable to deactivate CS4 or install CS6..says unable to connect....

Would anyone know why my CS4 or CS6 software thinks I'm offline and won't connect to the internet? I have internet access. Anyone come across this problem? Thanks.

The CS4 deactivation server has been shut down.
