Unable to download CC 2015.5 version of Photoshop

We currently run a number of copies of Adobe Photoshop CC 2015.1.2 on Windows 7 64bit on subscription.

Previously, I have downloaded the whole installer from the links provided by the prodesigntools.com site. With this version, they advised that Adobe have changed the installation process again.

Our IT dept. block the creative cloud installer "CreativeCloudSet-Up.exe" from accessing the internet due to the government security policies applied. Error code 201 is noted.

I work in a local authority in the UK - our IT Division will not lower the curtain of security to allow for us to access the installer.
Our currently installed Adobe Application Manager can "see" that updates are available (it lists the Camera Raw 9.6 update), but has never been able to download anything directly.

Can anyone please advise how we get around this issue?

As far as I know, the new installer will not let you do what you want

Thanks for the quick response. I was hoping that Adobe can provide a Plan B, as our organisation can't be the only one using Photoshop in a controlled corporate network environment.
