Bryce do you receive any specific errors when you try to download Premiere Pro CC?  You may want to review Error downloading Creative Cloud applications - http://helpx.adobe.com/creative-cloud/kb/error-downloading-cc-apps.html as it could e applicable to your current difficulties.
