Unable to Install Photoshop 2020

I downloaded the PSE 2020 both from the DVD and from the Adobe.com.  After logging in by entering my email address and password, the installation options screen appears.  I am not able to get past this screen.  Has anyone else had this problem and have a fix for it?  My computer is Windows 8.1 64-bit with PSE 14 installed.
