Unable to install PS after several attempts at uninstalling and reinstalling with antivirus turned off

Hello,

I've been trying to install PS through my creative cloud account all day long. I'm on a Windows 7 desktop computer (64 bits) that has been recently reformatted, the antivirus is turned off, and I've made sure WIndows is fully updated. I keep getting the following message:

"The program can't start because MSVCR110.dll is missing from your computer"

I'm stumped as to how to proceed and I'd be very grateful if anyone can provide me with advice on how to fix this.
