Unable to load Creative Cloud

I have reset my Windows 10. I tried to re-install Creative Cloud, but I keep getting an error, "Creative Cloud is taking longer than usual to load" after a little while I get another message "Relaunch Creative Cloud or Restart your computer and try again". I then get a dialog box to "repair" or Quit". This is just going on for 5 hours, without any result.

Please ensure your computer meets or exceeds the minimum system requirements to run Creative Cloud + OS + all other apps you use. Check each one.
